The hooded girl is Gunko and she’s a member of the Holy Knights. Nothing about hooded Shanks.
Gunko reveals some of her powers she is wielding her long bandage-like sleeves as weapons, wanting to kill Loki.
But a big wolf comes to save him and still he refuses which leads them to kill the wolf and Loki carry that inside him as he wants to destroy the world.

One of the figures, a woman, reveals that they are searching for someone named Loki. The giants react with shock, exclaiming that they seek out a criminal, referring to Loki as the "害悪" (evil influence) of Elbaf. Despite their concerns, the woman remains determined to locate him, but the giants refuse to divulge any information.

In a sudden turn of events, the woman hurls several objects at one of the giants, causing him to collapse in agony. With a condescending tone, she remarks, "Your head is too high, you impolite fool. Since when did I ask a question? I was ordering you to answer me..." The other giant stands by, bewildered and uncertain about the unfolding situation.

Meanwhile, the identity of the woman's companion—who bears a resemblance to Shanks from the previous chapter—remains shrouded in mystery. However, a glimpse of his sword handle reveals a striking similarity to both Shanks’ Gryphon and Garling’s sword.
Why Luffy and Loki Might Form an Alliance

So more hyping Loki, I'm starting to think not only is Loki a nice guy, but I'm starting to think with the Holy Knights after him, he isn't going to make it off this arc. With all the hype on his devil fruit, anyone think Blackbeard is gonna surprise us all and come for it?
