Stussy is mads' first-ever successful clone, having been modeled after miss buckingham stussy. She is a spy in the employ of dr. Vegapunk who spent years working deeply undercover in the world government until she was forced to discard her cover.While acting as an agent of cp0, she operated as an emperor of the underworld under the epithet "Queen of the pleasure district".Initially, she was a minor antagonist of the egghead arc, but later became a major ally to vegapunk and the straw hat pirates when her background and true allegiance were revealed. Being a clone of buckingham stussy, stussy is identical to the original when she was a young woman.Stussy appears younger than her actual age, with short curly blonde hair, blue eyes, red lipstick, and red-painted fingernails. She has a thin and slightly curved body and large breasts.As an agent of cp0, she wears a uniform consisting of a white dress with a pink necktie, white matching cape and gloves. She also dons fishnet stockings with fluffy rims and a garter belt. While on duty, she sometimes wears a mask in the form of a hood that covers her head, resembling an owl.When she attended the recent tea party as an emperor of the underworld, she wore a salmon colored dress with a purple end, with pink diamond patterns on the bottom, a small white cape, a sunhat with a flower on it, and high heel shoes with ribbons on top. She also carried a pink handbag with her.After betraying cp0 during the egghead arc, stussy is shown wearing a bright colored leotard bodysuit, dark colored jacket with a hood, along with gloves, an earpiece and dom shoes.

In her underworld persona, stussy acted polite and disapproved of insults being thrown around, in contrast to her occasionally more hostile fellow emperors. However, she was sensitive about her age and would get violent if it was brought up. She sometimes spoke in a flirty tone.Stussy does however possess a ruthless side, shown when she shot down lu feld, even stating she will have him take the blame for her actions and threatened an eavesdropping morgans into creating a fake story in order to cover up her and the world government's actions. She also shows a certain level of caution when she agreed to kaku's suggestion that they cannot fight one of the four emperors without being granted permission from the world government. Stussy has been shown to be quite practical when it comes to fighting, as she prefers to incapacitate her enemies at once rather than fight them in an outright battle, as shown when she incapacitated kaku and lucci. She seems to be accurate judge of strength, admitting that fighting them fairly would have been a stupid decision.Stussy does have a nicer side to herself when she is not undercover. She expressed sympathy for kuma’s situation, considering it terrible that he was going to lose his free will. She also found kuma's love for his daughter very sweet. During this conversion, stussy showed she has some problems with her existence as a clone with a will of her own. Being a former agent of cp0, the strongest cipher pol unit, stussy possesses superior superhuman strength. With a single finger thrust, she can produce a concentrated shockwave powerful enough to pierce lu feld, a large man, from a considerable distance, knocking him unconscious.

 

Stussy is also extremely fast, and was fast enough to leave an afterimage even lucci could not react to. As a former agent of cipher pol, stussy has fully mastered the rokushiki martial arts. Being part of the masked assassins of cp0, her mastery is likely higher than most agents. She can use tobu shigan, a more powerful variation of shigan, to pierce others from a distance, and was also shown using geppo to escape the collapsing whole cake chateau.Stussy can also use a variation of kami-e to dodge at high speed, leaving an afterimage behind her. Her usage of this technique was fast enough to even fool a rokushiki master of rob lucci's caliber.Stussy was created at mads, being a clone of buckingham stussy and the first known successful clone.At some point in her life, stussy joined the organization known as cipher pol and eventually became an agent of cp0. She was later assigned an undercover role as one of the emperors of the underworld, and has maintained both positions for at least 20 years.Around 3 years before the current storyline, stussy visited egghead. During this time, she personally met the warlord bartholomew kuma and saw how much dr. Vegapunk had transformed egghead.Due to her cover, stussy was invited to big mom's tea party, where charlotte pudding would be married to sanji. 

Caesar Clown

Caesar clown, who was referred to as "Master" by his subordinates, is a scientist, the leading expert on chemical weapons of mass destruction, and one of the co-founders of neo mads.Caesar is a former colleague of vegapunk, having worked with him both in mads and later the world government research facility on punk hazard, an island that caesar went on to devastate with a toxic gas explosion, earning him a bounty of beli300,000,000. Years later, caesar returned to the island in secret to continue his illegal experiments until his defeat at the hands of the straw hat pirates and trafalgar law.One of his projects was the production of sad, a chemical that he supplied to the warlord donquixote doflamingo to be used in the manufacturing of smiles, artificial devil fruits which were sold to the emperor kaidou to help create an army of zoans. Although caesar was briefly protected from the law by doflamingo, this protection was lost when doflamingo was defeated and arrested.After a period as a hostage of the straw hat-heart pirate alliance, he fell into the custody of big mom on whole cake island. There, caesar was forced to continue his development of gigantification drugs until he was liberated by the fire tank pirates and forced to take part in an assassination attempt against big mom. Following the plan's failure, caesar finally parted ways with his former captors, escaping with the vinsmoke family to the germa kingdom, where he would establish neo mads with fellow ex-mads member vinsmoke judge.Caesar is the main antagonist of the punk hazard arc and the first main antagonist the straw hat pirates face in the new world. Caesar has a very gaseous look due to his devil fruit ability. He has very long, spiky, black hair, brown eyes (yellow in the anime), and two curly horns growing from the back of his head. He is rather tall (shown to be about the same height as brook when standing next to him with his gas powers deactivated) and wears purple lipstick and dark makeup on his eyes. He has a small flat nose and long thin eyebrows. His arms are very thin in comparison with the rest of his body. Caesar wears a big light blue colored coat with "Gas" printed in pink on each side (in his first appearances this was not present). Under his coat, he wears a pair of diagonally-striped yellow overalls which are striped cross with orange lines. The overall is cut off right under his knees, exposing his hairy legs. He also wears dark purple gloves with the initials "Cc" in white on them.&nbspDue to his constant gaseous form, he seems to not use shoes, remaining barefoot, though only when his powers were disabled, his feet solidified with the rest of his body along with a simple pair of shoes.
 

 

Four years before his debut, caesar had shorter hair that was more rounded, and wore a polka dot patterned shirt beneath his coat. Over two decades ago, caesar had a bowl cut hairstyle.During his third fight with luffy, luffy greatly damaged caesar's face, which knocked some of his teeth out and bent his facial structure inwards, and seemingly breaking his nose. As a result, his pronunciation became a bit hard to understand.After absorbing the shinokuni, caesar's entire body structure changed to a darker gas color matching that of the gas, becoming as comparably large as a giant, with his hair growing completely wild and overly long. He also grows a coral-shaped crown behind his horns. The word in kanji "Land of death" (死国?) is written on the front of his chest. Upon his defeat, he returns to normal.When under the service of capone bege, he disguised himself by wearing a blue shirt with an aqua scarf and suspenders while donning a spiky hairstyle that covered his horns. While part of the sanji retrieval team-fire tank pirates alliance, he wore a yellow suit. In the anime, caesar's skin tone is shown to be a pale white, while in the manga it is shown as a more natural tone.

A cruel, arrogant, scheming, sinister, and an overall very evil person, caesar takes great delight in causing harm and destruction to anything and anybody around him. His psychopathic nature is displayed many times, such as when he set off a chemical weapon on punk hazard, killing or crippling most of its inhabitants and destroying its environment, selling or creating weapons of mass destruction for similarly unscrupulous individuals such as doflamingo, performing sick experiments on children and drugging them with a lethal, addictive drug to ensure that they do not run away, and trying to murder everyone on punk hazard (trafalgar law, the straw hats, smoker's marines, the children, and his own blindly following minions) so he could test out his new poisonous gas weapon-pet, smiley—all of which he does without a shred of remorse or empathy for his potential victims.Caesar ate the gasu gasu no mi, a logia-type devil fruit that grants him the ability to create, control, and transform his body into various chemical gases. He can create gases that are extremely poisonous and/or highly combustible. He can also remove oxygen in a certain area around himself to nullify fire-based attacks or asphyxiate his opponents.Caesar has performed numerous experiments with his power and he seems to prefer keeping his devil fruit ability active, as he is always either completely or partly gaseous.
