Sommers have kept failing him over and over again but he's as loyal as he can gets, incompetent but loyal and he gets rewarded for that by imu reviving him again. Imu saw into saturn memories and saw how he betrayed imu by not destroying that giant robot clearly disobeying his order which ultimately lead to saturn demise. Another example is how imu wants to wipe out every race that went against him or probably betrayed him during the void century he wants those people gone.  

 

So far he has only accepted 2 kind of betrayals:

 

1. Garp fightning against him in god valley but that's mainly because he could use garp for political reasons and hide what really happened there, killing garp after would have raised way more questions in the world government organization than he wants to deal with. 

 

2. Is the vegapunk satellite greed who mostly helped him and the 5 elders in egghead but she also proved her loyalty over and over again even if she failed at her tasks. She's also incredible valueable because she can make their doomsday weapons but the betrayal here was the other vegapunks looking into the void century. 

 

Vegapunk also stated that he don't know who was in the right or wrong during the void century war which leads to my conclusion that joyboy must have betrayed imu doing the void century and not imu betraying joyboy since imu clearly values loyalty and obedience. Which we have seen a lot with the covenant marks and immortality he gives out to his loyal followers. They still have a certain amount of free will but they can't disobeying his order the higher ranking they got. Joyboy betraying imu by refusing to follow imu in some sort of world domination plot would make a lot of sense actually. For imu, that's unforgivable. For a warrior of liberation, it's the only right thing to do.  Especially if there was some sort of suffering that imu was trying to prevent, but joyboy refused to lock the world in cage to prevent it.

I'm getting "anti-life equation" vibes, which in dc comics is a way to remove peoples free will.
