He thinks he is protecting the world by dominating it.  I made this chart of the mural prophecy, i was trying my best to understand imu, i came to the conclusion that one piece was a story about order vs chaos, ying and yang themes, fundamental dualities that are both necessary for life to flourish.  

 
From this prophecy i was able to decipher that whatever mu was, perhaps the god of the earth was not evil, it was an entity that demanded order, structure and stability, but if left unchecked it would lead to single leader or small group holding absolute, unchecked power, often maintaining control through repression, propaganda, and the suppression of civil liberties, the balance being chaos which is sun god nika is the opposite of the spectrum with freedom, unpredictability, creativity, again not an evil entity but unchecked freedom without responsibility, accountability, or constraints can lead to disorder, chaos, conflict and the break down of society and rules.

I believe the previous nika (joyboy) was an unchecked entity like mu, he delved the world into chaos and the kings of the world turned against him, void nika was the imu of the void century, and imu was the saviour of the void century, that is why he is happy to see nidhogg, because nidhogg is the balance and it probably helped him in the past, but this time it will fight against him alongside nika, to truly achieve harmony both must be at a balance, both mu and nika must work together, imu and another entity earth and forest gods, nika and another entity sun and sea gods, domination vs liberation.
