He's really just doing what luffy does except making it seem edgy on purpose. I don't think it can be made any clearer than on page 13 where he breaks character and suddenly turns physically back into a one piece drawing instead of the naruto villain he's been since transforming. All the pomp and ritual and darkness is an act! He cannot hide the fact that he's a cartoon character. To portray who a character is and what part of themselves they are hiding without any words but by the artstyle they are drawn is remarkable!  

I think that little hint of joyboy is revealing. Imu probably thinks being pirate king means dominating the world, because he grew up in an era where kings were dominators; probably because the ancient kingdom dominated much of the world in its time. Especially taking the elbaph mural showing the advanced city sending people down into the center of the earth to gather something for a ruler, this kingdom that joyboy is from probably was an epicenter of slavery and misery.

So, joyboy, from that land, met a young prince on his travels, and talked about his dreams. And that prince came to believe that the pirate who wanted to become some kind of king - certainly the same kind of king that luffy wants - actually wanted to dominate all life. And since imu respected and loved that joyboy, he came to view domination as holy. We still question what exactly that makes his power. Powerlust, self-interest, envy toward a goal. (sounds like luffy again. Just not in a nice way.)
