It would be a great callback because that scene is still one of the biggest mysteries in the manga. Fans have been theorizing for decades that crocodile was the one keeping the drought in alabasta using his powers, but i don't know how he could have done that exactly since he wasn't awakened. What the hell are you talking about? At the end of the arc we're shown the big ship full of dance powder which crocodile employed to maintain the drought.
