Rob Lucci

Rob Lucci, a dedicated operative of the World Government's Cipher Pol, is also an enigmatic figure within CP0, often shrouded in a mask of secrecy. Originally introduced as a key member of CP9, renowned for being the most formidable assassin in the unit's history, Lucci's covert mission led him to the Galley-La Company's Dock 1 in Water 7. Concealed beneath the guise of a sawyer, treenail, and bolt specialist, he aimed to acquire the Pluton blueprints from Iceburg. Following his defeat at the hands of Monkey D. Luffy during the Enies Lobby incident, Lucci faced expulsion from CP9 due to the chaos wrought by the Straw Hat Pirates. Spandam, his superior, held him accountable. Nonetheless, Lucci orchestrated an impressive return within two years, reinstating himself into Cipher Pol under CP0, where he would subsequently surpass Spandam in rank. Lucci stands as a central antagonist in the Water 7 Arc, sharing the role of chief antagonist in the Enies Lobby Arc alongside Spandam. His role transitions in the Egghead Arc, where he evolves into an unexpected ally. Additionally, Lucci's prominence extends to CP9's Independent Report Cover Page Serial, which features the entire CP9 team.
Having consumed the Neko Neko no Mi, Model: Leopard, a Zoan-type Devil Fruit, Lucci possesses the ability to shift into a full leopard form or a robust leopard-human hybrid at will. As a Zoan class user, he harnesses heightened physical capabilities, tailored to his martial arts prowess. Lucci adroitly amalgamates his unique Devil Fruit traits, such as enhanced claws and muscular legs, to augment his combat techniques. His carnivorous nature further fuels his aggression and predatory tendencies, evident in his ferocious attack on Luffy while transformed. Lucci's mastery extends to Seimei Kikan, enabling him to transition his stocky hybrid form into a sleeker physique. This streamlined shape grants exceptional speed, albeit at the expense of his Zoan-powered strength. Remarkably, Lucci attains Devil Fruit Awakening, unlocking an immensely potent hybrid form. This heightened manifestation significantly bolsters his physical prowess, speed, and recovery rate. Unlike conventional Awakened Zoans, Lucci's personality remains intact, diverging from the primal animal instincts. In this evolved state, he engages Luffy, their clashes showcasing equal footing for a time until Lucci's increased force results in his eventual defeat. Lucci collaborates with fellow CP0 agents Kaku, Stussy, and S-Bear as they journey toward Egghead, Wano Country. Their directive from the World Government involves the elimination of Vegapunk and his satellites. Upon their approach, Lucci's tactical acumen is apparent as he navigates challenges posed by Jewelry Bonney's presence and Vegapunk's countermeasures. The evolving events lead to a strategic maneuver involving Sea Beast Weapons and S-Kuma's abilities, ultimately aiding CP0's infiltration of Egghead. As Lucci encounters Luffy, their shared history is palpable, culminating in a fierce clash. However, constraints associated with Luffy's newfound status as an Emperor temper their battle. Ignoring the impediment, Lucci engages Luffy in his awakened Zoan form, leading to an intense exchange. Yet, Sentomaru's intervention alters the trajectory, embroiling Lucci in a multifaceted confrontation. Intrigue deepens within the Labophase as Lucci's presence aligns with surprising twists. A cascade of events reveals treachery and shifting allegiances, propelling Lucci into unforeseen alliances and confrontations. Throughout these upheavals, his cunning and determination remain undiminished, culminating in an alliance with Luffy against a common foe. Their combined might sets the stage for a dynamic clash, further illustrating Lucci's unwavering commitment and strategic prowess.

Kaku

Kaku is a member of CP0. Prior to being instated into CP0, he was a member of CP9, operating undercover in order to obtain the Pluton blueprints from Iceburg. While undercover, he acted as one of the five foremen of Galley-La Company's Dock One, specializing in mechanics, diagnostics, and housecalls. After CP9's defeat at the hands of the Straw Hat Pirates, he and the rest of CP9 were dismissed by Spandam. For unexplained reasons, he was later reinstated and promoted to CP0. At some point after Kaidou's defeat, Kaku, Lucci and Stussy continued to Egghead by mission of the World Government to eliminate Vegapunk and his six satellites.

When they reached Egghead, Kaku pointed out that they, in addition to kill Vegapunk, could also eliminate Jewelry Bonney for the trouble she caused. However, they were denied access to the island, simply being told to drop their Seraphim and then leave. Kaku tried to reason with Pythagoras for still getting access to the island, but after being repeatedly denied access, Lucci decided to abandon the ship and have the whole CP0-group being teleported onto Egghead by their Seraphim unit, S-Bear. After arriving on Egghead, Kaku got enthusiastic about exploring Egghead, stating he never fought things which could be seen on Egghead. However, his enthusiasm got himself harmed, as he was not aware of Punk Records' protective measures against enemies and got blown up in an explosion by its shield, though he remained mostly unharmed and scoffed at Stussy for withholding important information from them about Egghead's unique features. Later, when Luffy's group were about to make their way to the Laboratory, the CP0-group and Luffy's group met. Later, Kaku was with Rob Lucci and Stussy after they had gained control of the Seraphim from Sentomaru. When discussing the dome, Kaku remarked how its defense systems were not to be trifled with. Once the dome opened up, Kaku and the others made their way up to it using Geppo. When Stussy pointed out the Thousand Sunny and Lucci proposed they destroy it, Kaku eagerly agreed and tried to attack with his Rankyaku: Amane Dachi. However, he failed to account for Zoro, who was asleep on the deck and blocked the attack. The two then engaged in battle. During the fight, Kaku revealed that he had awakened his Devil Fruit, but was still unable to gain the upper hand on Zoro. Suddenly, Stussy bit Kaku's neck, causing him to fall unconscious.

SERAPHIM, The New Trump Card Of The World Government!

The Seraphim made their debut appearance on the raid of Amazon Lily, when the Marines attempted to capture Boa Hancock. They are new Pacifista units developed by the Marines’ Special Science Group with the intention of replacing the Seven Warlords of the Sea as one of the Three Great Powers. The Seraphim units, just like the original Bartholomew Kuma-based Pacifistas, are cyborgs built in the image of an existing person. In their case, they bear uncanny resemblances to former Warlords of the Sea, albeit at a much younger age and at a relatively larger size. The ones who were deployed to Amazon Lily, for example, had likenesses matching those of Dracule Mihawk and Boa Hancock during their childhood, the latter corroborated by the Gorgon Sisters. Aside from that, another distinct feature of the Pacifista are their lunarian-like biology, featuring brown skin, white hair, black wings and a plume of fire burning on their backs.
Like every Pacifista, the Seraphim have the designation “PX-” marked somewhere in their bodies. Furthermore, some Seraphim sport star-shaped pupils as an exclusive physical feature. Like the original Pacifista, the Seraphim execute their duties in a quiet, robotic manner. If given a directive order to attack, they will do as commanded, although without showing restraint and putting the lives of downed fighters at risk. Koby, despite being a Marine captain and member of SWORD, had apparent trouble reigning them in during the Amazon Lily siege, implying that they might be harder to control than normal Pacifista units. The Seraphim are cyborgs, as evidenced by their use of in-built laser weaponry and recording equipment. Some have access to external weaponry, such as swords, which they are capable of wielding with expertise. The Seraphim based on Dracule Mihawk, in particular, exhibits an incredibly destructive level of swordsmanship that is capable of splitting even mountains in half, not unlike the real deal. The Seraphim have shown enough strength and skill to force even one of the Four Emperors, Marshall D. Teach, into a defensive position, right after effortlessly defeating a myriad of his subordinates. Also, thanks to their lunarian traits, they appear to have vast resilience, something noted by the Gorgon Sisters, who claimed the Seraphim involved in the siege left the island with nigh a scratch over their bodies. Their young appearances may also inhibit foes who have reservations fighting children from attacking them.
