So my theory Harold (King of Elbaph) was making deals with the World Government, that's why there is a portal there. Maybe after Mother Carmel "disappearing", the world government approached Harold directly. Him starting to have peaceful relationship with other nations, was a way to become part of the world government. But then there was a big fight between Loki and Harold. Maybe Loki saw it as a betray of their Sun Gods believe or something different. Loki killed Harold to save Elbaph, but nobody would believe it and Elbaph becoming friendly wasn't bad in his eye. So Loki played the villain., hoping to escape and fight the world government on a later date. The world government was aware of Loki's action but his fate wasn't clear and that's why he got the special bounty.
This is the state of Loki's and the world government relationship for six years. What changed?
The change is, that now Luffy, who has the Nika Fruit, was on its way to Elbaph. I assume, that the world government is afraid of Luffy and Loki joining forces. So they try to cut lose ends, before Luffy can gain even more power. Maybe it is Loki's Devilfruit they fear. Or his rage reawakening the Giants desire for war against the world government. A peaceful Elbaph without a King was there best relationship with them
