This era was special. Noone was racing to some grand treasure. Everyone were just goofing around, sailing the world, visiting bars. During the scene with shaky teasing rocks, I see that ochoku is seen in the background and probably heard the "Classified info" that rocks has a family. I'm guessing he is the traitor and leaked that info to the world government as a plan to take over hachinosu. I actually felt really sad seeing rocks and harald have a falling out. They never saw eye to eye but there was a sense of companionship there. I thought so too! Especially at the end of the fight you could see rocks frowning. It’s like he was really sad that their odd friendship ended. It goes deeper on how despite being a charismatic mofo, rocks could not truly win over people. Harald seemed torn to accept, but choose not because he thought it would be a lost cause. It is the key difference between rocks and luffy, luffy goes out of his way to give people what they most need, while rocks objectives were more egoistical in essence. Harald had a dream he wanted to see come true, and like it or not, rocks is a villain. It's true that the world government only wants the giants for their military might, but if harald's only options were to join them and come to some form of deal, or to join rocks who's a pirate, I don't think we can really blame harald for choosing the one that could most likely result in what he wanted.
