Also he can transform other people into other forms as well, which could explain him temporarily making scooper gyaban a giant, or ripley a human. I think how gaban sensed shamrock's presence and investigated the castle, something luffy apparently did not sense, is demonstrating that luffy can learn from him, similar to silvers.  

 

 

I guess loki has a mythical wolf wolf fruit type fenrir/fenris. In mythology this wolf since young was dangerous for the people. At some point they chained him up in order that he does not wreak havoc. That wolf is also the son of loki (in mythology). Loki wants luffy to free him at dawn probably because when the moon shines he looses control over his power (like a mink) but he wants to be sane to do revenge. Now gaban knows about lokis power and that he is unstoppable. By fighting luffy he wants to test him if luffy would be able to control lokis rage moments and hopes that luffy will take loki with him out to sea so does not oppose a threat to his wife and son.
