I think
people are putting a bit too much stock in the permanence of something
said at 17 in the heat of the moment. Considering garp breaks him out of
jail immediately afterwards there’s no guarantee he felt that way even 5
minutes after this conversation.
If dragon raises him he'll be hunted from birth. If garp raises him then
garp just picked up an orphan.
Even then he passed luffy off to dadan and just checked in and made sure
luffy wasnt being raised soft.
Garp is the only guy dragon trust that can guard and hide luffy safely.
Remember that when garp find out luffy ate a df he took him deep into
the mountain to make him more secure.
When sengoku tell the world about luffy connection to dragon at
marineford garp said it doesn't matter anymore since luffy has much more
infamy than that.
Dont forget it stayed a secret for the world that dragon actually had
any offspring.
Garp revealed to luffy and the straw hats who is father is but the world
had to wait until marineford.
The moment the world would have known dragon has a child, they would
have hunted it down. Therefore dragon and garp made a smart move keeping
it a secret.
I really enjoyed garp and sengoku's conversation, oda finally explained
why sengoku would become an admiral despite being garps best friend, and
it's because he believes the only way to change things is from the top
"What can you do from barking at the bottom of a cliff" meanwhile garp
wants to stay at the bottom to protect the marines down there. I like it
it's kind of a duo-system that benefits from each other, and as garp
said if sengoku got corrupted, he'd kill him, and sengokus happy to have
a friend who'd do that.
Now I just want oda to show us what both of them have done to change and
protect the marines over the years.
