The real imu, who recognizes people by their 2nd world name (joyboy for luffy, as opposed to nika), calls loki nidhogg. This implies nidhogg was a living being in the 2nd world rather than someone who ate the nidhogg fruit like how joyboy likely ate the nika fruit. In a flashback, we see "the war god", alongside ragnir, fight nika. Regardless of if take this literally and this happens in the first world vs nika, or in the 2nd world vs joyboy with nika's power, this adds two new informations:
1. Ragnir is the war god's partner and
2.The war god existed in the 2nd world at most, with a human for.
This led me to believe that oda tricked us and that loki never actually ate the nidhogg fruit. Because for nidhogg to have existed as a dragon in the 2nd world, he would need to be a different being from the war god. Because of that, i assumed that loki's "war god fruit" allowed him to assume the form of several creatures, including nidhogg (this would also justify its seeming lack of versatility compared to the akuma no mi and nika nika no mi, despite all 3 presumably being god fruits). Imu and jarul would have been fooled by loki's transformation, assuming that he ate nidhogg's fruit. But in this chapter, imu explicitly says that ragnir and nidhogg have always been great partners. Considering that ragnir being the war god's partner has been established from the start, this practically confirms that the war god is in fact nidhogg.
So we're left with this war god contradiction where he's either a dragon (nidhogg) in the 2nd world and a human in the first world, or a dragon and a human being (no fruit involved) in the 2nd. I think rn the most reasonable explanation is the latter. Loki is noticeably similar to nidhogg, with the horns and eyes. Maybe the ability to turn into a dragon is a secret trait of the giants, even rarer than the traits of an ancient giant. Regular giants would be the most common, then ancient giants like harald, and loki would be in-between that and those capable of turning into a dragon (but not quite there or there would be no point in him eating the fruit).
