Rocks is after the kage kage no mi. He wants the corpses of the frozen giants as an army and harald to pull rank as king to willingly get living giants to volunteer their shadows. There’s plenty of elder or injured giants who can’t fight anymore that can stay on elbaf while the corpse goes fighting. That’s what harald is for, not his race his rank. He specifically says only harald can awaken the fruit.
So it has to be something more than the kage kage… nothing in particular about him lends itself to being the chosen of the shadows. The king part means little to awakening a fruit. I’d be tempted to say it has to do with the more demonic aspect of the “true” blood … but loki is even demonic with the horns and eyes and rocks doesn’t seem to care too much about that. It’s got to be something we don’t expect. Especially since shadow and darkness wouldn’t make sense as if they were tied to the giants they wouldn’t have made it out to sea.
