There's only a few reasonable choices. One of the two Devil Fruits mentioned is either the Nika Fruit or the Fruit Loki ate. I'd bet on it being Loki's since he's the one with a relationship with Rocks, and Loki eating it would roundabout fulfill the criteria of Harald eating it since Harald is dead. Considering Galleila is obviously the namesake of the Galley-La Company... I'd guess the giants were the original caretakers of the Pluton blueprints, or an original copy of them at least. 

 

Or maybe Uranus, or maybe had the ability to craft the power source for those weapons (could be where Vegapunk got the hints on it, eventually). Back on the Devil Fruits, it's worth considering that at least two Devil Fruits were stolen from Fullalead for the Native Hunt on God Valley. I doubt the Azure Dragon was one of the two specific ones he wanted just because I can't see how that relates to Elbaph or Rocks' goal of taking down Imu, but I could see good potential that the Paw-Paw Fruit was the second Fruit he desired, after the one on Elbaph. That would be especially compelling if the theories about Lily having the Paw-Paw Fruit and using it to spread the poneglyphs came true. And Rocks is a smart guy, ignoring any mythology and will and taking it purely strategically, the Paw-Paw is probably one of the absolute best powers in the world for a terrorist who wants to fight the world government with a small group of allies.
