Rocks pirates daily interactions on xebec’s ship must have been an hilarious chaos, although they all hate each other I can totally see shiki and don marlon gambling together, john and wang zhi getting drunk all the time, gloriosa and stussy all over heels fighting for newgate, big mom bullying kaido in a weird cougar way and ochoku sharing evil planning ideas with streusen.
So this has to be setting up gloriosa to be blackbeards mother. Why else would we get this random kuja pirates lore in the middle of rocks/harold/loki piece.
We know gloriosa survives the love sickness, doesn't end up with roger, and does end up as a member of the rocks crew, shes the most likely candidate we've seen so far, although this is gonna be a long flashback
The flashback is giving us a single scene from their "Hot blooded youth" to give us an impression of how an entire era of their career was.
This era of youth generally is when the two first clashed. This is one of many scenes from that time.
You can also tell you're not meant to take the line to mean that this is literally the first time they met because it specifies roger, garp, and rocks. Rocks is not present in the roger & garp scene; he is only present in the general era that they began fighting each other regularly.
So, it's a perfectly sensible piece of poetry.
