I love how we get to see more of garp, sengoku, and tsuru in their youthful days when they were trying to change the system from the inside before they gave up and became a part of it. God valley has to be a movie at this point because the setup for it seems immense.
On the surface level, I think shakky being taken is what fucked over rocks because I don't think rocks was ready for whatever plan he was setting up.
I believe shakky got taken, probably kidnapped by a pirate being paid off by the wg, and the crew mobilised to get her back. Roger and his men probably thought it was a normal scrap for shakky so went as well, because it was vibes. Garp heard that roger was gonna be there and gathered his crew because he thought it was just vibes. Meanwhile, on god valley itself, the celestials are doing their yearly slave hunt.
But the fact that garp and roger had to stop him, something else must have even happened to increase the threat/risk of god valley.
