One little thing I like is how rocks still isn't laying hands on elbaf despite harald rejecting him a thousand times already. He still respects him like that.
Rocks considers harald his friend and would never stab him in the back like that. It's respectable. I’m guessing he may be more bitter and less forgiving depending on how his dad died. He see his dad’s willingness to work with others as what led to his death.
I also like how he mostly sticks to laying out his points without launching into some big rant even as he sees haralds struggles with the true nature of the wg. Just "Yeah that's something you're probably not gonna be able to abide by eh? How about joining up with me instead?" and not much more.
Another fascinating thing is how harald justifies himself in the same way that vegapunk did: that the world government is such a huge organisation and that this means it's both capable of providing great aid, and has numerous "Good eggs" within that can be counted on to help the average man.
