The entire agenda and fan base of garp will depend of his reaction to it and him talking to dragon.
Garp chooses to change from the inside, making the marines free to think for themselfs.
Dragon chooses the war approach, it´s impossible to fix this broken system.
Luffy chooses to not involve himself with either, if they stand on his way he will fight them. Garp has been in the marines long enough to have seen all the atrocities the world government commits.
Same with koby, he saw the corrupt shit happen but still wanted to join the marines. It’s their version of justice cause otherwise the only alternatives is to be a pirate or a revolutionary. We know garp hates the celestial dragons. And so far, oda seems to paint garp as a genuinely good guy. I believe there's a good why reason he decided to remain a marine. I'm pretty sure garp secretly supports the revolutionaries' cause. Maybe he has some sort of agreement with dragon. Maybe he provides inside information. There has to be something.
