We can hate garp as much as we want, but I think he perfectly represents the mindset of someone who believes they can make things better from the inside. He probably hoped that one day the marines would realize that supporting the celestial dragons was wrong.
Not to mention, garp never made any effort to hide his disdain for the celestial dragons, he outright called them garbage.
