We can see how both roger and whitebeard evolved after god valley. In the future, they don't even touch their blades, demonstrating complete mastery of their conquerors haki. Also of note, neither have their black blades on god valley either. I think this kind of sets the scene that the roger pirates and newgate were still not at the level displayed when they clashed later on. This is more the start of their legend after god valley which coincides with the end of rocks. I thought rocks v roger & garp would be overkill, but if xebec is already at that prime level where roger would be in 20 years, I could maybe see it. I think people take things like “equals” too literally. 

 

They’re both very strong and both rivals with the top 2 pirate crews around. That’s how I’d consider them equal, the same way I’m sure most in the world would view the other yonkos as equals. In power scaling agenda wars brigade, every little thing is used to power scale but narratively I don’t think whitebeard has the same power as roger or xebec. Two individuals that we know turned the world on its head. Maybe it’s not a power thing, but if one piece is about how will power transcends all, I can’t see how the pirate king who had the same ambitions and will as joy boy and xebec who wanted to rule the world, are equals in that sense to wb. Like basically xebec and roger have constant plot armor to push through their goals and it feels like wb has some but he’s more there to be a passing of the torch kind of thing than anything else. That’s my interpretation anyway and as far as who is actually physically stronger idk, but narratively this is how I feel they’re portrayed.
