Dragon is such a good marine. In the face of certain death and when he had a chance to escape on his own, he still wanted to save at least one of the twins. I predict that dragon trying his best to save innocents even though he's comparatively super weak contrasted with garp who's really strong but is only interested in fighting the pirates for fun is what truly makes dragon hate garp in the present day. Luffy and garp still love each other even though they represent opposing factions but I think dragon can't ever forgive garp for what went down on god valley. 

 

It also humanizes garp a bit because here he chose duty/self indulgence over doing what's right and then in marineford, he was in turmoil because he had the chance to correct his previous error at god valley by not allowing ace to get executed. He chose wrong again and regretted it so much that he retired and went back to east blue and lessened his marine duties to a less prominent role. I wonder how luffy will feel when he reunites with garp now that ace is dead. Garp might regret that he fucked up his relationship with his son and it'll crush him if he realizes he fucked up his relationship with his grandson too. That's why I like dragon and the revolutionary army the most out of all the factions, even though we haven't really seem too much of them. Their character designs are just so kooky/fun and they're fighting for the only real righteous cause!
