I've always had this feeling that roger and garp may have gotten along at some point before their eternal rivalry began and dragon may have had a familiarity with him. Dragon also went to roger's execution and was pretty chilll about luffy becoming a pirate. So dragon may have decided to entrust baby shanks to 'uncle roger'.

Based on the map shown in this chapter, the massacre is happening at the center of the town which dragon is running away from but the pirates are headed towards. By the end of the chapter, the pirates have breached the area to rescue shakky. So upcoming chapters should shed light on how the roger pirates and garp feel about the celestial dragons field trip. Shamrock was crying and shanks wasn't because the poor baby bumped his head (also an oblique reference to goku) but this is what allowed dragon to save baby shanks. I wonder who maffey was talking to? And what was garling actually planning to do with the babies? The babies weren't with the mother when dragon found her and we didn't see how / where dragon rescued them from.
