It has been clear for a long time, people just didn't accept it because it came in the way of their slander. We're never going to get an arc where garp or koby save civilians from scummy pirates, and I think that's what's needed for some people to acknowledge the nuance. Some people don't make that obvious deduction and need to see thing with their own eyes.
